SAT-9 scores for limited English proficient (LEP) students in reading rose an average of 4 percentile points (NPR) between 1998 and 1999. This increase was judged by experts in educational statistics to be insignificant. Despite this fact, proponents of 227 declared that structured English immersion had been “proven successful.”
