A Road Map to the
Bilingual Education Controversy

The controversy surrounding bilingual education and programs to serve language minority students is complex and puzzling for many both inside and outside the community of professional educators. The purpose of this web page is to provide a guide to understanding the issues surrounding language minority education by placing aspects of the controversy into broad categories: Linguistic issues, cultural issues and academic program issues in bilingual education. Important legal and policy issue stem from these concerns and differing opinions regarding the best approach to educating limited English proficient (LEP) students. We will pose and analyze some basic questions surrounding each of the elements of controversy within each of these broader categories by providing links to pertinent articles, presentations and discussions to address each of these questions.

A second language is acquired quickly and easily when the L2 learner is not allowed to “depend” on his or her first language

Oral proficiency in L2 is the basis for further learning. Therefore, once L2 English oral proficiency is attained the bilingual advances academically like a monolingual learner.

Lower levels of literacy achievement as they move into middle school and high school. The average reading level is 6th grade for limited English proficient (LEP) and fluent English proficient (FEP) students entering high school.

 High failure rates on the high school exit exam to be implemented in 2004

With a negative impact on the larger society:

A public school system that is rigid and inflexible and therefore cannot adapt and respond to changing social and economic conditions

Higher levels of social unrest, crime and poverty

A permanent underclass of ethnic minorities and unequal distribution of wealth and power in the larger society

Lost opportunities and squandering of the human potential of thousands of Americans
